Cappagh and Portsmouth Water Smash Smart Metering Target with 15,000 Installations in Year One
Ambitious partnership exceeds AMP8 first-year goal by 50%
When Cappagh mobilised onto Portsmouth Water's Lot B Smart Metering Framework in August 2025, the ambition was clear - to work collaboratively with Portsmouth Water to build a smart metering programme capable of transforming water efficiency across the region. What followed was months of partnership working, innovation and joint effort that has delivered a remarkable milestone: more than 15,000 smart meter installations within year one of AMP8.
Portsmouth Water had originally set a target of 10,000 installations for the first year — an ambitious goal for a newly mobilised contract requiring processes, systems and operational structures to be built from the ground up. From day one, Cappagh and Portsmouth Water teams worked side by side, conducting a series of metering pilots to test processes, identify challenges and capture lessons learned. Each pilot strengthened the operation and allowed the joint team to scale delivery at pace while maintaining quality, compliance and customer service standards.
Rather than simply aiming to meet the original target, the partnership collectively challenged itself to push further — ultimately exceeding expectations by 50%.
