Tom Aspinall

Tom Aspinall is Framework Director at Cappagh Contractors Construction (London) Limited and a member of the Senior Leadership Team, responsible for the strategic and operational delivery of one of the company's largest framework contracts.

Following his studies at the University of Leeds, Tom began his professional career as an Infantry Officer in the British Army, serving for eight years. During his military service, he developed the leadership, decision-making and operational planning skills that continue to underpin his approach to leading high-performing teams in complex and demanding environments.

After leaving the Army, Tom transitioned into the private sector, holding operational leadership roles within the FMCG industry at Reckitt Benckiser and PepsiCo, where he gained extensive experience in production, logistics and supply chain operations.

In 2016, Tom moved into the utilities sector, holding senior operational roles with Thames Water and Affinity Water before joining the private equity-backed telecommunications business G.Network. Across utilities, telecommunications and infrastructure, he has built more than a decade of experience leading large-scale operational businesses, delivering transformation programmes and driving sustained improvements in safety, customer service, commercial performance and operational efficiency.

Tom has extensive experience leading large, multidisciplinary teams and delivering complex framework contracts in highly regulated environments. His expertise spans strategic leadership, operational transformation, contract governance, regulatory compliance, commercial performance, business improvement and organisational development. He has a proven track record of building high-performing teams, implementing sustainable change and creating cultures centred on accountability, continuous improvement and operational excellence.

As Framework Director, Tom has responsibility for operational performance, commercial delivery, health and safety, client relationships and business growth across a major infrastructure framework. He leads an organisation of approximately 300 people and is accountable for generating around £40 million in annual revenue, ensuring the safe, efficient and commercially successful delivery of essential infrastructure services.
